Location: Ohio, specifically one of the following counties:

Adams, Brown, Butler, Champaign, Clark, Clermont, Clinton, Darke, Greene, Hamilton, Highland, Lawrence, Miami, Montgomery, Preble, Scioto, Shelby, and Warren.

Age: 18-19

Issue: Would apply for a carry permit in Ohio but can't because of age-based restrictions.
